The Health Sector
NHS LIFT
NHS LIFT (Local Improvement and Finance Trust) is a major
Department of Health initiative, which aims to stimulate investment
in modern integrated primary and other community based services.
Launched in 2001, some 51 LIFT projects have been established
across England.
Each LIFT project works through a Joint Venture company (LIFTCo)
established between the local NHS, Partnerships for Health
and a private sector partner, identified through competitive
procurement.
LIFTCos are responsible for planning, designing, constructing
and maintaining new or replacement primary and community health
and social care facilities over a 20-25 year period. The premises
developed by a LIFTCo are normally owned by it and leased
(under a Lease Plus Agreement) to the relevant PCT or other
public sector authority.
Measuring LIFT Co Performance
BSL is working with a number of LIFT Cos to meet their performance
measurement obligations:
- Construction Framework Agreement KPIs
- Estate Management Framework KPIs
- ERIC returns
- AEDET Assessments
- NEAT Assessments
- User Satisfaction Surveys
- Premises Assessments
- Supply Chain Management
- Value for Money Comparisons
BSL has developed a performance
framework in eContrack Benchmark to meet LIFT Co requirements.
